Part-Time Senior Payroll Administrator (Contract)

The Part-Time Senior Payroll Administrator is responsible for: Payroll Administration functions for the entire Association in accordance with applicable government legislation, YWCA policies and procedures, Union, and external funders’ agreements. This position is also responsible for overseeing the responsibilities of the Payroll and General Accounting Administrator on a day-to-day basis.

Analyses and reconciles year end payroll and balance sheet accounts and consolidated statements which involve a detailed analysis and review of all accounts affected by payroll. This is done under strict deadline and in time for the annual audit;
• Prepares accounts payable requisitions and completes required documentation for remittances to all appropriate agencies for timely submission to avoid payment penalties. This includes source deductions, manual cheque payments and other payments (such as garnishees) which are required by law;
• Calculates and reconciles all claims for government subsidized employment programs (for example Canada Summer Jobs) and prepares submissions within required time frames so as to avoid fines penalties, funding withholding and other consequences to the Association;
• Confirms budget allocations;
• Confirms and verifies accuracy of payroll reports generated by the Payroll system and distributes related documents;
• Liaises with the Human Resources Department to investigate discrepancies and corrects information;
• Prepares data entry;
• Administers the Association’s multiple WSIB and EHT classifications and accounts; processes monthly submissions and allocates expense costs to program budgets; informs appropriate Agency of changes to the reporting structure and the establishing of new accounts;
• Prepares Purchase requisition;
• Provides budget information and review to Managers when necessary;
• Assists and cooperates with the external auditors preparing schedules, work-sheets and accruals as required;
• Updates and maintains payroll guidelines and procedure manual and related documents and forms.


• General knowledge of an academic or technical discipline normally acquired through completion of a community college diploma (e.g. Business Administration) (Cases for Equivalency will be considered);
• 5-7 years directly related work experience;
• Completion of Level 3 of the Payroll Management Certificate Program;
• Comprehensive computer skills in a Windows environment with a working knowledge of Dynamic GP, Microsoft Office applications and computerized payroll applications;
• Knowledge and experience working with Ceridian Dayforce an asset;
• Understanding of federal and provincial payroll regulations and requirements;
• Excellent customer service and communication skills;
• Ability to work independently in a time sensitive environment;
• Excellent attention to detail and takes ownership of their work;
• Must be able to handle confidential information in an ethical and professional manner.
